Alcudia leads the bidding for three plots of the Plan Vive in Alicante with the transfer of 23 flats

The UTE led by Alcudia Servicios y Obras offers 23 flats to the Generalitat in exchange for three plots in Rabasa, surpassing Albaluz and CHM in the scoring phase of the Plan Vive.

The Mallorcan company Alcudia Servicios y Obras, in a partnership with Promo 95, has positioned itself as the strongest offer in the Plan Vive contest for the construction of protected housing in Alicante. The proposal includes the transfer of 23 flats to the Generalitat Valenciana in exchange for three public plots in the Rabasa neighbourhood, where up to 69 public protection housing (VPP) units are planned.

The contest, called by the Conselleria de Vivienda, includes three parcels on Avellaneda Street: R1, R2, and R3, with capacities for 21, 18, and 30 flats respectively. The Alcudia UTE has opted to take on all three lots integratively, while CHM Obras is only bidding for one and Albaluz for all three but with fewer flats transferred.

The key: the transfer of flats as compensation

The Plan Vive formula establishes that developers transfer part of the constructed flats to the Generalitat to increase the public stock of affordable rental housing. In this case, Alcudia offers 23 flats compared to Albaluz's 14 and CHM's 7 (the latter only in Lot 3). This difference is decisive in the scoring, as the transfer is one of the criteria with the most weight.

Moreover, the Alcudia UTE has received a better technical score in Lots 1 and 3, while Albaluz leads in Lot 2. The contracting table still needs to total all the scores to issue a definitive resolution, but Alcudia's advantage is clear.

For the Mallorcan reader, this news holds special interest: Alcudia Servicios y Obras is a company based in Mallorca, and its success in Alicante could open the door to new tenders on the island. The Plan Vive is a regional programme aimed at mobilising public land for affordable housing, and similar initiatives exist in the Balearics, such as the 2022-2025 Housing Plan.

Destination of the flats: young rental and VPP

The flats transferred to the Generalitat will be allocated for affordable rental for young people, aiming to facilitate their emancipation. The rest of the flats will be awarded by the developer to buyers who meet the maximum income requirements: a maximum of 54,000 euros annually per household, which can be raised to 60,000 in certain cases.

These three promotions add to the 16 parcels already awarded or in tender in Alicante under the Plan Vive, which include plots in Ciudad de la Luz, Benisaudet, Benalúa, and Rabasa. In total, the plan is expected to generate hundreds of protected flats in the province.

The closest precedent in Mallorca is the public land contest in Palma for VPP, although on a smaller scale. Alcudia's experience in Alicante could serve as a model for future public-private collaborations in the islands, where the demand for affordable housing is particularly pressing.

Next steps and deadlines

The contracting table must issue the final classification in the coming weeks. If the Alcudia UTE is awarded the contract, construction could begin in 2027, with an estimated execution period of 24 months. The residents of Rabasa will see how the neighbourhood transforms with new promotions aimed at alleviating the pressure of the rental market.
