The motion, presented by the PSIB-PSOE, Més per Llucmajor, Llibertat Llucmajor, and S’Ull groups, received support from all parties represented in the council, including PP, ASI, and Vox. The popular mayor Xisca Lascolas, who has announced her retirement from municipal politics next year, has seen her management of cleanliness questioned during the debate.
The socialist spokesperson, Jaume J. Oliver, defended that the initiative seeks “solutions” and not “to find culprits.” However, he called on the mayor to act swiftly to restore normality in the municipality. For his part, Alexandro Gaffar, spokesperson for Llibertat Llucmajor, questioned the reinforcement of the collection service initiated by the governing team, considering it lacked the necessary contractual coverage.
The accumulation of rubbish is not a new problem in Llucmajor. The first incidents in waste collection date back to 2015, but the situation has notably worsened since 2025, when the municipality was without a stable collection service for nearly three months. A few months ago, mountains of rubbish formed around containers located near a school in the town of Bahía Grande, causing great alarm among residents.
The declaration of a health emergency will allow the Town Council to expedite the procedures to hire the necessary services and resolve the situation “as soon as possible,” according to the approved text. Additionally, extraordinary resources can be allocated for the disinfection of the most affected areas.
The rubbish problem has generated significant discontent among residents, who have been complaining for months about the lack of cleanliness and the risk to public health. In March, Llibertat Llucmajor filed complaints with the Ministry of Health and the Ombudsman regarding the “evident risk” posed by the widespread overflow of containers.
With this declaration, Llucmajor joins other municipalities in Mallorca that have had to resort to emergency measures to address similar crises in waste management. The service concessionaire, FCC, will now have to collaborate with the Council to restore normality.
Residents hope that the health emergency will translate into an immediate improvement in street cleaning and the elimination of foul smells and infestations. The Town Council has assured that it will work to resolve the situation as soon as possible.
