PSIB, MÉS, Llibertat Llucmajor and s'Ull have submitted a joint proposal for the government team to declare a situation of serious risk to public health and to contract an extraordinary waste collection service.
The four opposition groups in the Llucmajor City Council have joined forces to demand that the government team led by Mayor Xisca Lascolas implement an emergency action plan in response to the health risk they claim is caused by the accumulation of garbage in the areas of s'Arenal and Urbanitzacions.
The initiative, signed by PSIB, MÉS, Llibertat Llucmajor and s'Ull, was presented this Wednesday at the information commission prior to the ordinary plenary session that will be held next week. The parties are calling for the restoration of a minimum waste collection service in light of what they describe as a "chaos" caused by a "deficient" system implemented years ago, which they assert has worsened due to the current accumulation of dirt.
In a joint statement, the four groups urge the mayor to formally declare the existence of a situation of "serious risk to public health" and to activate the emergency processing provided for in the public sector contracts law. The aim is to immediately contract an extraordinary reinforcement service that incorporates the necessary personal and material resources to eliminate the accumulation of waste.
This extraordinary service, as demanded by the parties, should remain operational until the new waste collection contract comes into effect, the awarding process of which has not yet concluded. The opposition also requests that, within a maximum period of two months, the government team report to the plenary on the measures taken.
The persistent accumulation of waste in s'Arenal and Urbanitzacions, according to the groups, has generated an "evident deterioration of public health, urban environment and the image" of the municipality. Residents are suffering from bad smells, insects, rodents, and other vectors that pose a clear risk to public health.
Although the opposition places the start of the problems in 2015, they warn that the situation intensified sharply in 2024, coinciding with the end of the contract with the concessionaire FCC Medio Ambiente. Since then, the service has been extended through a continuity order that, in the parties' view, "does not guarantee the adequate provision of an essential service."
The procedure to award the new contract has not yet concluded and, according to administrative terms, it is unlikely to come into force before a year. For the opposition, it is "unacceptable" that this circumstance serves as justification for maintaining a situation of widespread unsanitary conditions for months.
Residents in the affected areas have been complaining for months about the dirt in streets and containers, as well as the presence of pests. The opposition believes that the government team must act urgently to prevent a greater public health problem. The plenary next week will debate the proposal, and the groups hope that the mayor will heed their request.
Meanwhile, residents of s'Arenal and Urbanitzacions continue to endure a situation that, according to the parties, is "unsustainable." The declaration of emergency would allow for the expedited contracting of an extraordinary cleaning service that could alleviate the effects of the garbage accumulation until the new collection contract is resolved.
