The Sóller Town Council has launched the access control system for the Low Emission Zone. The number plate recognition cameras instantly detect any unauthorised vehicle and process a €200 fine.
The centre of Sóller is no longer a place to drive without permission. Since February, the number plate recognition cameras installed at the entrances to the Low Emission Zone (ZBE) have started automatically fining drivers who enter the historic centre without authorisation. The fine is €200 and can accumulate if the offence is repeated, according to the municipal ordinance.
Cameras That Don’t Forgive Even a Slip-Up
The system operates in real-time. Each camera captures the number plate of the vehicle crossing the restricted perimeter and instantly compares it with the database of authorised vehicles. If the car is not listed in the register, the penalty file is opened automatically, without the intervention of an officer. The technology eliminates the margin for human error: a crossing without permission activates the fine, even if the driver is unaware of having entered the prohibited area.
The perimeter of the ZBE encompasses the narrowest streets of the historic centre, where through traffic was particularly bothersome for residents. To manage the flows, the Town Council has designed a bypass around the protected core. The main entrance is via Cetre Street and the exit via Isabel II Street, supported by the Murterar path and other roads. Those who only need to pass through the village can do so without entering the restricted area.
Which Vehicles Can Enter and Which Cannot
The ZBE of Sóller is not governed by the environmental label of the DGT, as is the case in other cities. Here, access is based on a closed municipal register that prioritises residency and local needs. The only vehicles that have automatic free passage are 100% electric vehicles. Residents registered in the restricted area and service vehicles (emergencies, deliveries, assistance) are already listed in the authorised list.
The rest of the cars — diesel, petrol, non-plug-in hybrids, and even those with ECO or Zero labels from other cities — require explicit permission. Without authorisation, the only way to avoid the fine is not to enter. The ordinance includes 28 exceptional cases that allow regularisation of access within five days of entry, but outside that period, the penalty proceeds.
Park-and-Ride Facilities for Visitors
For drivers without permission, the alternative is clear: leave the car outside. The Town Council has set up four park-and-ride facilities on the Desvío road (el desviament), about a ten-minute walk from the centre. They are blue zone and managed through the ORA system, so it is advisable to check the parking conditions before leaving the vehicle. From there, access to the historic centre is on foot without risks.
The municipal recommendation is to plan your arrival, park outside, and avoid driving through the urban core unless you have authorisation. For tourists vacationing in Mallorca, the warning is especially relevant: rental vehicles or private cars from outside the municipality can only access if they obtain explicit authorisation. Ignorance of the rule can be costly: at €200 per offence, a slip-up can ruin your day.
A Pioneering ZBE in Mallorca
Sóller has become the first municipality on the island to effectively fine with automatic cameras in its Low Emission Zone. While in Palma the restrictions are still in the definition or gradual implementation phase, Sóller has already been applying penalties since February. The measure is part of the Climate Change and Energy Transition Law, but with a local focus that prioritises residency over DGT labels.
The difference is key for the occasional driver. A car with an ECO label from Madrid does not have automatic entry rights in Sóller. The burden of proof lies with the driver, who must inform themselves before starting. The cameras do not distinguish between a slip-up and recidivism, and the fine accumulates if entry is repeated. Since February, those who enter without permission pay.
